What is CCRIS and CTOS?


I would like to share with all the readers’ very important information for everyone who would like to apply any type of loan facility from the banks. A lot of people must be wondering why some of their loan application being rejected. WHY?

Generally financial institution in Malaysia will look into applicant’s credit affordability through CCRIS (Central Credit Reference Information System) and CTOS (Credit Tip Off Service).


What is CCRIS?

CCRIS stands for Central Credit Reference Information System. CCRIS is a computer database of all creditors / borrowers which contains all their credit information. 

Mostly financial institution in Malaysia will submit monthly credit report of all their creditors / borrowers to Credit Bereau in Bank Negara Malaysia. There is about 9 millions of creditor’s information which is stored in the CCRIS system today. All the data will be process by Bank Negara Malaysia for a credit report which can be access by any financial institution when ever they require. CCRIS report will show all your total credits, interest charges and other outstanding charges for all loans that you have with any banks in Malaysia. From housing loan, personal loan, credit card, hire purchase and overdraft. Everything will appear in CCRIS. It will give an overview for the bank officer for financial capability of a person who is applying a new bank facility. CCRIS will also give the information on any summons or bankruptcy that being filed.

Financial institution usually will evaluate your credit limit with all outstanding loans, together your loan repayment track record. Generally all financial institution will reject your loan application if there is more than two (2) months loan repayment outstanding. Banks will also use the information to calculate your monthly commitment based on your monthly installment and total loan remaining. The information will also be used to calculate DSR (Debt Service Ratio). Some of the financial institution will also reject your bank facility if your DSR were at 50% or higher.

What is CTOS?

CTOS Sdn Bhd is an organization that collects information for summons and bankruptcy towards individual or company and the information will be registered into their electronic database. Reports will contains all information such as court file no, location, court order, name, ic no, case status and etc. You can say everything will be recorded in CTOS. Even for summons case, the same thing will be registered. EVERYTHING!!

In conclusion, CCRIS and CTOS is the first step evaluation the bank officer from any financial institution before your loan application to be sent over for approval. It is advisable for applicants to at least service your existing loan for a 12 months period with no late payment or skipping any payment before you plan to take any new loan. Credit Card Debts News


Around 60 people below 44 declared bankrupt each day 

PUTRAJAYA: Each day, 60 people aged between 35 and 44 years are declared bankrupt, which makes them the highest out of the total number (34%).

This group is followed by those aged 45-54 (26%), 25-34 (20%), and 55 and above (11%).

Minister in the Prime Minister's Department Nancy Shukri said up to September this year, 16,306 people were declared bankrupt and the number kept increasing each year.

"From 2007 until September this year, 116,488 people were declared bankrupt," she told a news conference after handing out bankruptcy clearance certificates to 30 individuals.

Present was Malaysia Department of Insolvency (MdI) director-general Rohana Abd Malek.

She said since MdI was established until September this year, 251,209 people were declared bankrupt and out of this, only 28% sought the advice of the MdI for case management while the rest could not be detected.

According to statistics from MdI, 13,238 people were categorised as bankrupt in 2007, 13,855 in 2008, 16,228 in 2009, 18,119 in 2010, 19,167 in 2011 and 19,575 in 2012, with those in the private sector or doing business forming the highest percentage.

During the 2007-2013 period, Malays and Chinese constituted the biggest group at 45.10% (52,535) and 32.97% (38,407) respectively compared to the Indians who formed 12.63% (14,710) and other races making up 9.30% (10,836).

Based on categories (2007-2013), car loan defaulters recorded the highest number of bankruptcy cases at 30,451 (26.14%), followed by housing loan defaulters at 20,529 (17.62%), personal loan defaulters at 18,053 (15.50%) and business loan defaulters at 14,431 (12.39%).

The MdI statistics also show that credit card debts made up 4.18% (4,875 cases) of the total number.

Nancy said bankrupty was not the end of the road for defaulters as it could be protection instead, when they could not pay up their debts due to various factors.

She said in developed countries like Australia, the United Kingdom and United States, the people used bankruptcy as protection by filing bankruptcy application and by restructuring their debts.

"This is the practice that we wish to encourage as we don't want people to just borrow money and then shirk the responsibility of paying up their loans or debts."

Between January and September 2013 alone, 27,432 bankruptcy petitions were filed in court.

"Out of this number, 99.2% (27,210 cases) of the bankruptcy petitions were made by the creditors and 0.8 per cent (221 cases) were made by the debtors themselves," Nancy said.

She said for those burdened with debts and having difficulty to pay up, the government through Bank Negara had set up the Credit Counselling and Debt Management Agency to assist them.

The existing bankruptcy law was also in the process of being amended to prevent many people from being victims of bankruptcy, she added. - Bernama

Individuals who are unable to manage their debts on their own and satisfy the basic qualifying criteria can be enrolled into AKPK’s Debt Management Programme (DMP).


AKPK’s DMP aims to help those who are distressed by their financial obligations to financial service providers under the purview of Bank Negara Malaysia (BNM).


What is a DMP?

A personalized debt repayment plan for individual customers developed in consultation and agreement with Financial Institutions (FIs) involved


Who is entitled?

Any individual who satisfies the DMP criteria of:

- not being a bankrupt

- not being in an advanced stage of litigation

- having sufficient net disposable income after meeting one’s expenses, and

- having a total debt size of not more than RM2 million


What does the DMP process entail?

- The borrower are encourage to attend 20 minutes public briefing + question and answer at our premises or branches accorded with public briefing

- For branch without public briefing, you may discuss with our counsellors immediately

- The borrower shares his/her financial predicament with AKPK's counsellor

- A review of the borrower's monthly expenses is done with a view to identify potential savings
